How to deal with abnormally high CPU usage by Chrome’s “subframe” process.
Excerpt from Reddit below:

20% of my computer’s CPU is being used by a certain Google Chrome task: subframe: https://staticset.com.

If anyone knows how to force close that with a command line hack, well cool. Please share. And if nobody knows how to, I think it's time to make some noise on the subject. 20% of most of the CPUs around the world sucked by a Google task, is not something that can be taken lightly.Does anyone have command line tips to solve this problem? It's strange that 20% of CPUs worldwide are being taken by this task.
Click right on Chrome task bar (with the tabs) and open the Chrome Task Manager.Right-click on the top of Chrome and open the task manager.
What was the extension name? For me it was Download ManagerWhat extension was it? For me it was Download Manager.
For me was this color pixel extention causing this. For me, color pixel was the cause.

Explanation
First, you probably confirmed that Chrome’s CPU usage is high through Windows Task Manager or command line.
What you need to do next is open Chrome’s task manager and inspect which tab is heavy.
However, there are cases like this where you can’t tell which tab is heavy even after inspection.
In such cases, let’s Google the process name.
As a result, you can understand what kind of extensions or websites tend to generate this process.
Use an extension control extension like - Extensions Manager (aka Switcher) - Chrome Web Store to stop likely extensions at random.
If the CPU usage drops, it’s a success.
By the way, in my case, the extension “Flash video downloader” was the cause.
