Apparently you can’t.

In the built-in Japanese input dictionary, for example, if you type “kiku”, many usage examples appear, and they are separated by line breaks as 1, 2, 3. I want to create something like this in the user dictionary, but unfortunately it’s not possible.

Defined Keywords and Meanings Prioritize the First Definition

Whether using multiple user dictionaries or different lines in the same user dictionary file, the meaning or conversion phrase that gets applied is the one defined first.

For example,

@ねこ;    cat    顔文字    [猫] a small animal any member of the group of animals similar to the cat, such as the lion: a small, furry animal with four legs and a tail, often kept as a pet, or any of a group of related animals that are wild, and some of which are large and fierce, such as the lion

When this file is loaded as a user dictionary, typing @ねこ; will show “cat” or “cats” - it will be “cat”.

A bit inconvenient to use…

I tried to see if there’s an operation to change the priority order of user dictionaries in the user dictionary settings screen, but there doesn’t seem to be.

So if @ねこ is already registered, you need to change it to something like @ねこ;. That’s tedious…
